(REPLACEMENT) MAINTENANCE (AND USE) OF DOMESTIC BOILERS: POLICY MEASURES TO STIMULATE AN EFFICIENT APPLICATION OF THE LEGISLATION ON USER, TECHNICIAN AND CONTROL LEVEL

Objective

First objective: to define the existing situation for Flanders (Belgium). The different actors in the field of domestic heating are described: their function, interests and relations.
Second objective: an inventory is made of the barriers concerning the choice, maintenance and use of boilers in Flanders (Belgium). The results are based on several oral surveys. The aspects choice and use of boilers are analysed in a more general way. The aspect maintenance however gets more specific attention since it relates to an existing legislation which needs to be revised.
Third objective: a summary of the barriers and specific useful solutions in other Member States. Priority is given to Member States with an existing legislation on boiler maintenance.
Final objective: measures and working areas are proposed to optimize the on site efficiency of boilers for the European Union in general and for Flanders (Belgium) in particular.

In the SAVE project following aspects are analyzed:
- Replacement of old boilers and choice of new ones: initiative to replace old boilers, choice of type of boiler, choice of boiler capacity
- Maintenance of boiler and burner: the existing legislation
- Use of the heating installation: control of the room temperature
First phase: analysis of the situation in Flanders (Belgium).
The analysis is based on: 800 oral interviews of users, 35 interviews of heating technicians, meetings with the main actors: government heating installers, gasbusiness,...
Second phase: a general analysis of the situation concerning replacement, maintenance and use of central heating boilers in the other Member States. A questionnaire is prepared for the Member States in order to collect the data concerning the barriers for the different aspects of central heating as mentioned above.
For each Member State about 4 or 5 experts are contacted.
