Tools for Energy Management on Municipal Level

Objectif

The main purpose is the reduction of the energy consumption by the adaption, testing and implementation of energy management tools on municipal and building level performed by the research institutes.
The project includes 2 main and 1 complementary purposes:
1-developping a method able to make an energy balance of the entire city + to analyze the energy consumption of a large number of buildings.
2-developping + testing tools able to monitor + analyze the energy consumption of specific buildings + to define the best operation modes of these buildings. These buildings will be part of the cities within the framework of this project.
- The complementary purpose : exchanging the experience+applied methods between French + Dutch cities. The Dutch group will mainly work with the1st purpose+ the French group put the emphasis on the 2nd purpose.
The 2 main purposes are connected to 2 complementary approaches of energy management in the city.

With the development of the proposed tools, it will be possible to analyze the energy consumption of existing buildings in a quantitative way.
Specific results of the project will be:
- A classification can be realised by defining the energy users in several target groups on municipal level.
- Measured energy consumption can be quantified by allocating efficiency numbers to several target groups. Through this, excessive energy consumption can be detected immediately.
- Individual users are able to monitor their own energy consumption. In other words, the developed system operates as a watch-dog.
- Measurements and decisions can be made more rapidly by interfacing the energy management tools with the energy consumption files of the energy suppliers +/or municipalities. Through this, a quick graphical presentation of the energy consumption of the target groups is possible.
- A large saving potential of the separate target groups can be identified.
- Target groups with the largest energy consumption can easily be detected by the municipalities and energy suppliers.
- Determination of the optimal start/stops and the desired operation conditions of the heating systems in buildings can be obtained with this method.
- Municipalities are able to take measurements more adequately with this system. The measurements deal with recommendations and modifications to the owners of the buildings to obtain a proper energy consumption.
Foreseen activities involve 4 major phases of the project as follows:
Phase 1: Pre-phase
The Pre-phase is needed to define the frame work of the project.
City level; The energy target groups will be defined in co-operation with the municipality + the local utilities. To manage the target groups in a structured way, standard coding of the target group shall be defined to be able to set-up a logical structure of a target group.
Building level; The program of requirements of the functionalities of the tool will be defined in co-operation with the end-user. This program of requirements is the basis to develop a user-friendly tool.
In this phase all parties will give input to the elaborate description of the tools.
Phase 2: Diagnose phase
City Level (CL); This phase involves the data collection of energy consumption on city level and the diagnosis of these consumptions. One target group shall be selected for further analysis.
Dependent of these results, further differentiation of the selected target group shall be done to be able to make detailed analysis. The energy analysis on this level shall be used to point out the specific parameters which influence the energy consumption.
Building level (BL) ; This phase involves for building level the development of the database structure for testing the energy signature method.
After finishing the diagnose phase, the results of the Dutch + French shall be discussed with the participants in the 2 countries.
Phase 3: Working phase
CL; The detailed analysis of the selected target group in phase 2 shall lead to a further division of groups of buildings and types of buildings. Specific energy consumption on this level shall lead to a number of efficiency values on city level. Dependent on the available energy consumption files on city level, an interface will be developed to extract the necessary energy consumption data of the selected target group.
BL; Two types of development will be started. The1st one is the development of the energy signature method on building level. The 2nd one is the development of a tool to help the end-user in defining the optimal running modes for buildings.
Phase 4: Implementation phase
CL; The new tool will be implemented and tested.
BL; The tool to define optimal running modes at building level will be implemented and tested. Analysis of energy consumption will be done for buildings based on the methodology of energy signature.
Phase 5 : Evaluation phase
The tools will be evaluated with the participants.The project results will be reported
