Objective
The aim of this project is to plan and realize a training pilot action with the French Ministry of Justice, which may be disseminated to other public bodies after this first demonstration.
In 1991, the French Ministry launched a large thermal retrofitting programme of its building property, distributed all over the country. After a first audit scheme, building works were partially decided on. A financial plan based on third party financing was tested. In order to optimise this programme, the Ministry is now hoping to carry out a training scheme intended for the staff concerned by the energy management retrofit project.
The training should help impoving the investments efficiency, by providing knowledge and appropriate technical equipment mangagement tools. It should also facilitate future investment programmes, including - if necessary - specific energy conservation retrofit financing plans.
There are 3 phases to the programme :
- the assessment of the auditing work and investments already launched by the Ministry,
- the development, planning and set-up of the training scheme (3 decision levels within the Ministry)
- a final assessment of the training actions carried out (and of the information campaign as a side measure).
The action, scheduled on two years, should validate the strengthened training plan concept, before a possible wide dissemination with other Ministries properties.
Expected results
- the set-up of training units, specifically adapted to the public sector,
- an exemplary action, at the Ministry of Justice level, all the concerned services taking advantage, during the training session, of the acquired experience on the previously realised energy audits,
- potential savings estimated to 10 % on the annual energy expenditures balance.
