Objective
Aim of the project is to create an infrastructure in the Ministry of Welfare, Health and Social Services of Greece in order to
- Monitor energy consumption of the public hospital sector in Greece,
- Create the legal framework for the promotion of the Rational Use of Energy
- Set targets forenergy consumption of each hospital by continuously updating energy related information.
It is expected that with the completion of the project significant energy savings will have been realized as a result of 'good housekeeeping' measures to be taken. If the right targets are set for long term energy efficiency investments (e.g. cogeneration systems), additional energy savings will be realized in the future. In addition optimisation of energy usage (e.g. lighting) will lead to improved quality of internal environment.
It is the aim of this project to set up a mechanism in the Ministry of Health and Social Services which will continuously monitor the energy consumption in the public hospitals of Greece and give guidelines and incentives for its optimal usage. Development of such a mechanism (strategy) will be accomplished by:
- Forming a questionaire with energy related data and sending it for completion to all hospitals
- Creating a software tool to enter questionaire data and perform calculations
- Performing energy audits to sample hospitals in order to set initial targets.
- Continuously update energy consumption databases by receiving energy bills from hospitals on a regular basis.
- Inform hospital staff of energy consumption indicators of their installation/s as compared with the entire sector.
- Set up a group of experts in the Ministry of Health to study incentives for energy consumption reduction in hospitals and ensure process continuation after project completion.
