Objective
The municipality of Frankfurt owns municipal utilities structured in the legal form of limited liability company. The Stadtwerke intends to develop into an energy service Cy. The LCP project has the purpose of developping implementation stadtwerke has only undertaken gas distribution + district heat-generation + supply,the main focus of work has been placed upon these sectors.The goal of the study is to establish the future options available to undertake energy-saving activities by: - formulating a reference scenario for gas,electricity + district heat consumption, - comparing supply-side and demand-side resources with regard to costs + potentials + appraising these resources, - selecting resources from a supply-side + demand-side resource mix + - instituting the implementation of pilot programmes.
.Proven software was used to compile an emissions inventory for Frankfurt on the basis of the consumption of useful energy in its territory.To assess the effects of energy-saving activities,a reference scenario was developed taking into consideration the decisions already taken concerning energy supply facilities,service areas designated for privatized supply of particular energy carriers, + supply network development in commercially used areas + new residential areas.Within LCP-strategy,supply-side + demand-side measures are put into a competitive relationship.To compare them,the costs of supply had to be determined.As regards of direct heat service + energy efficiency contracting,a concept for the financing of energy-saving measures was developed to implementation maturity.The municipal administration + housing Companies are the targets for such an offer.Further LCP-instruments (consulting/information,incentives prog.,grant prog. + load management) were discussed too.Activities already pursued will be evaluated + measures to supplement and further develop them will be proposed.For direct heat service potentials in Frankfurt are determined + an assessment made of their realizability and indications were formulated of which kinds of service could + should be provided in conjunction with heat service.The goal of the work is to delineate the procedure + identify possible target groups + packages of measures for contracting offers in Frankfurt.This examination focuses on heating technology + thermal insulation of buildings.The conception of the energy-saving prog. is to be practically applied at 2 concrete sites/buildings.A prerequisite for the implementation of the pilot projects is the availability of analyses of the present energy balance, possibly energy-saving measures,resultant savings effects + the costs of measures.The implementation of LCP-prog. regularly comes up against a whole array of barriers.Proposals suited to the specific framework conditions prevailing in the municipality are to be formulated for the removal of these barriers.Furthermore,suitable orientative guidelines are to be presented for the organizational structuring of the Stadtwerke Fr. itself with due regard to LCP.The examination of the transferability of the results to other regions of the European Union is an essential component of the project.
