Demand Side Management in the context of Integrated Ressource Planning in the UK gas industry

Objective

Evaluate the cost effectiveness of gas DSM programmes from four perspectives: participants, utility, all gas consumers, and society. The aim is to provide utilities and OFGAS (the gas industry regulator) with information to assist in the development of integrated ressource plans incorporating cost effective DSM measures.

- Assess the avoided costs associated with gas supply
- Assess the cost effectiveness of energy saving techniques and technologies on a levelized cost basis
- Identify scope for least cost measures from the perspective of the gas transporter
- Identify scope for gas suppliers to deliver DSM programmes under 3 scenari: regulated monopoly; deregulated competitive with no Government intervention, and deregulated competitive with Government intervention
- Assess the costs and benefits, both financial and environmental, under the three scenari
- Provide information to assist utilities to devise DSM programmes
