Objective
INTRODUCTION
This report describes the progress made during the initial 8-month period in the execution of this present programme. All activities of the programme fall within one of the following two axis:
(I) Awareness and education of the public on electricity usage related topics, and
(ii) Refinements of the manufacturers products, i.e. domestic electric appliances, though training and adherence to the Energy Labelling procedures postulated by specific EC/Directives.
PROGRESS REPORT
The following have been completed from 27/11/1995 to 27/6/1996, according to the timetable of the project.
PHASE I: AWARENESS AND EDUCATION OF THE PUBLIC
Following the analysis of the questionnaire investigations on the domestic behaviour related to energy use campaigns on the effective use of the electricity have been undertaken.
The materialisation of the public education on the above energy-use topics is currently going on through:
a. Carefully prepared information pamphlets.
b. Broadcasting.
PHASE II : PERSONNEL TRAINING
1. Design refinements
The following electricity consuming appliances are of primary importance for the Greek manufacturing sector, according to a market and manufacturing survey undertaken with in the frame of this present project :
- electric water-heaters
- solar water-heaters
- electric space heaters
- small appliances of secondary importance, e.g. toasters, small electric grills, electric hot plates etc.
The absence of Greek manufacturers in the market of domestic electric appliances with moving parts, e.g. washing machines, refrigerators, cleaning hovers etc., is nearly total.
2. Guidelines and training for technicians
The efficient, reliable and safer operation of domestic electric appliances have been stressed in a recent Working and information Meeting. Material related to the above topics has been agreed to be distributed to manufacturers, technicians, installation and maintenance crews.
PHASE III: SUPPORTING AND LEGISLATIVE ACTIVITIES
1. Labelling
The main subject of the above referred Working and Information Meeting was the Energy Labelling of domestic appliances, in compliance with the directives : 94/2/EC, 95/12/EC and 95/13/EC, for labelling refrigerators, cloth washing machines and electric dryers respectively. The members of the manufacturing sector have indicated that they were not well-informed on the implications and the practicalities of labelling.
2. Co-operation with Public Power Corporation (PPC)
Initial contacts with the local administration of PPC have soon indicated that they are warmly willing to be involved in the present project. Thus, a working team has been formed consisting of four members. The main purposes of which were set as follows :
- The preparation of a continuous and well organised launching of messages for the electricity consumers.
- The preparation of specific technical consultancy for various electricity usage sectors.
- The promotion of the social role and the energy conscious policies of PPC.
- Elaboration of a new electricity charging policy, exhibiting financial and other motives for efficient and prudent electricity use.
PHASE IV TARGETING AND MONITORING
The close monitoring of electricity consumption in 10 houses has been decided. In particular, data concerning the usage of each electric appliance are filled in a suitable form on a daily basis.
PHASE V ESTABLISHMENT OF THE DOMESTIC ELECTRICITY SAVING OFFICE (DESO)
DESO has been formed with in the GPC - Thessaloniki Annex, to :
- support the organisation of various activities,
- collect and sort information and educational material on energy saving,
- offer free consultancy on energy related issues during the project activities and after its completion,
- compile an electricity saving Data Bank. Selected material is being compiled in electronic archives for immediate and future uses.
