Integrated Resource Planning for the Island of Crete

Objetivo

The main objective of the study is to cover, given the existing energy infrastructure of the Island of Crete, the existing and anticipated demand for energy with the lowest overall cost, to secure energy supplies for the future, to exploit the indigenous energy resources of the region and to actively protect the enevironment. Crete is phasing a severe energy supply problem which is expected to be
aggrivated in thenear future. There are plans to build a new conventional power station, but considerable public opposition exist in choosing specific sites for this power unit. It is expected, that IRP will assist in assessing the potential of energy saving measures that can be implemented in the region and thus, defer the build up of the new power stations. In addition, it is expected that the IRP methodology will aim in maximizing the exploitation of existing RES potential in the region and optimizing their integration into the existing energy system (wind, solar and small hydro).

The proposed project aims to develop an Energy Plan for the Island of Crete based on Integrated Resource Planning Methodology. This approach is considered to be of vital importance for the development of the island's energy system, in view of the fact that it will treat in a unified manner several factors such as the high renewable energies potential of the island, the significant economic growth of all activities and the energy and environmental problems of the island.
Several studies concerning energy planning and renewable energies development for Crete, as well as utilization of LNG for electricity production have been conducted already during the past few years. However, the growing problems stated above in conjuction with the new legislation passed in 1994 concerning electricity production from RES, cogeneration and autoproducers, seek solutions under a unified framework. Under the IRP, DSM options will be examined and their potential penetration will be examined alongside alternative energy supply options and their combined effect on the energy prices (electricity tariffs). In order to properly analyze local and regional needs as well as to maximize the potential applicability and dissemination of the results of the study, important local partners (Region of Crete, Regional Energy Center) will be actively involved in the study. The study will consist of eight major tasks:
Task 1: Assessment of existing situation
Task 2: Drafting of detailed methodology, Data reguirements & data collection
Task 3: Load forecasting
Task 4: Scenario development
Task 5: Assessment of supply side planning
Task 6: Assessment of demand side planning
Task 7: Integrated resource planning
Task 8: Implementation strategy

The implementation strategy will include proposals for all ythe neseccary institutional, social and financial aspects of the plans. The strategy proposed will be discussed and finalized in a workshop that will be organized at the end of the project. All interested parties and locaal actors will be invited to attend this event.
