Objectif
The objective of the project 'energy labelling of domestic air to air heat pumps is to choose and define a methodology for the energy labelling of these appliances. This methodology can be used by the EC to issue a European directive on energy labelling of domestic air to air heat pumps.
The working program for the room air conditioners labelling project is set up in such a way as to ensure maximum interaction with the parties involved, especially the manufacturers of heat pumping equipment. Input and commitment from manufacturers is sought in two ways:
- Participation in the project of a number of European manufacturers.
- Meetings during the project with both participating and non-participating manufacturers.
In all, the project will consist of 11 phases, as indicated below.
1) Inventarisation of other attempts at labelling of air to air heat pumps, inside and outside the EC (North America, Japan, Australia/New Zealand).
2) Categorisation of air to air heat pumps in a number of categories, each representing a group of appliances with the same functional and technical characteristics. Different ways of categorisation are evaluated, and a preference will be presented to the manufacturers (at the first meeting), after which a definite choise will be made.
3) Definition of a single representative model. Domestic heat pumps for different markets can be produced, with only minor differences in design that do not affect the functionality or the energy consumption. Therefore a proposition has to be made defining which appliances can be treated as belonging to one basic model, for which only one energy consumption measurement is necessary - thus reducing the costs of measurements. This proposition will be discussed with the manufacturers on the first meeting.
4) Inventarisation of different energy consumption measurement techniques, enumerating advantages and disadvantages of each technique. An estimation of costs to the manufacturers for the different techniques is part of this phase.
A measurement method, that can be acceptable both technical and procedural to all parties, will be proposed and discussed with the relevant parties.
5) Preparing an interim report dealing with phases 1/4 and inviting manufacturers for a meeting to discuss the interim report.
First meeting with participating manufacturers, to decide on the issues mentioned under phases 2, 3 and 4.
6) Defining the functionality of models in each category of air to air heat pumps. The functionality has to be consistent for all categories, but should also permit differences between categories. Functionality describes 'what the user gets for his money', and would be based on heating capacity, and cooling possibilities. A proposition for each category will be prepared, to be discussed in the second meeting with manufacturers.
7) Drawing up a method for classification in terms of energy-efficiency. It is probable that a method will be proposed, that follows the lines of the labelling scheme for household refrigerating appliances (energy efficiency levels A-G).
8) Preparing a second interim report dealing with phases 7/8 and inviting manufacturers for a meeting to discuss the second interim report.
Second meeting with participating and non-participating manufacturers, to decide on the issues mentioned in phases 7 and 8.
9) Final definition of categorisation, model definition, functionality and classification on the basis of the meetings and additional discussions with manufacturers and other concerned parties.
10) Application of the labelling methodology, using the available results of energy consumption measurements (and collected in a database). Defining reference energy consumption lines (mediate energy consumption level in the labelling scheme) on the basis of available measurement results.
11) Final report to the EC & NOVEM, including the results of phases 10 and 11 and a recommendation for labelling of room air conditioners.
