Objectif
The operative objectives of the project are
- to develop and implement an energy audit scheme applicable to new and profoundly renovated terraced houses, block of flats, industrial and office buildings at the post-acceptance phase, in cooperation with other European energy auditing projects;
- to demonstrate the application of the scheme on a considerable number of typical residential and office buildings, in order to obligate a structural designer and constructor to include an energy audit as mentioned above in their contract documents with a client;
to develop and implement a follow-up energy audit scheme applicable to buildings stated before.
1. Preliminary studv. Collect and analyse detailed information on ongoing and previous projects and existing schemes dealing with energy auditing. Arrange a meeting or work shop with the Dutch copartners. Analyse development and implementation experience, problems, market adoption etc. Analyse and document the specific requirements of applying energy audits at the post-acceptance phase; differences and additions to commisioning and standard energy audit procedures.
2. Establishment of follow-up and support groups. The purpose of the groups is to make sure that the scheme to be developed is accepted and adopted by all the interested parties. Organisations included in the support groups will represent building owners, construction industry, building design professionals and energy consultants. Among the proposers and cooperative organisations there are interests of all kinds of building owners, construction clients. energy information and public administration. There will be two follow-up and support groups, one in Finland the other in the Netherlands.
3. Definition and development of the scheme . This phase includes decisions and developments concerning the final approach to be adopted, actual development of the energy audit scheme at the post-acceptance phase and that of the follow-up phase.
4. Practical and administrative implementation of the schemes. Demonstration versions of the necessary tools and documentation of the schemes are implemented. What are the matters that should be inspected., measured and calculated in energy audits? When the audit is to be done in a new house, when the follow-up energy audit? Is an energy certification to be integrated into follow-up energy audits? A procedure and a network of interested parties is established for the practical operation of the schemes. How the commitment to make an energy audit in new buildings is included in structural design and construction contract documents? Also a proposal is made of possible administrative and contractual measures that could should be undertaken in order to achieve large scale application of the schemes.
5. Demonstration of the schemes. Application of the energy auditing schemes will be demonstrated on a considerable number of residential and office buildings owned, administered or operated by the project participants or members of the support groups.
6. Reporting, information dissemination and marketing. In addition to the official required project reporting, information about the scheme and demonstrations will be disseminated in professional magazines, national and regional seminars and communications to the members and interest groups of the participating organisations. All the knowledge and experience driven from the project will also be disseminated among the European federations of property owners and within U.I.P.I. (Union Internationale de la Propriete Immobiliere) and FIFMA. The subject will be offered to next CIB W70 (International Council for Building Research Studies and Documentation, Working Commission 70) Symposium.
