DSM in Health Care Facilities

Objective

The consumption in health care facilities is increasing dramatically.

These buildings share certain characteristics :
- they are composed of many small flats where electricity fuels almost all usages,
- they also have common rooms with specific medical assistance,
- they benefit from typical ways of being financed due to the particularity of this kind of facility.

Considering the current and coming importance of these types of buildings (which also look like certain tourist centres), we propose to carry out demand side management actions there.

Part 1 - Definition of the typology of these buildings :
From the type of building, of service and of energy consumption, we will draw up a typology of all these buildings in order to choose the most representative pilot actions and taking into account the Mediterranean specificities.

Part II - Choice of pilot sites :
The point will be to analyse energy consumption in detail in these pilot sites so as to define possible and cost effective demand side management measures.
Both Parts I and II will make it possible to :
- quantify the energy saving (or other) benefits and justify the suitability of the project implementation method for the achievement of these targets,
- include a cost-benefit analysis.

Part III - Action plan :
Emphasis should be given on the setting up of an action plan (application measures).
It has to take into account :
- organisational, institutional and administrative parameters,
- financial opportunities, encountering maybe the involvement of Third Party Financing possibilities.

Part IV - Dissemination :
We propose to make a brochure entitled 'DSM actions and programmes in health care facilities'.
The brochure will be disseminated to potential interested users (all health care facilities, architects, designers, consultants and contractors) in cooperation with the local utilities.
A training workshop will be held in each of the regions to disseminate the project results.
