TPF of energy efficiency in public buildings - Pilot Actions and Schemes for Implementation

Objective

- to implement and evaluate pilot projects concerning third party financing (TPF) of energy efficiency in public buildings;
- to develop adequate schemes and tools for the public authorities to carry out comprehen-sive TPF-projects effectively;
- to contribute to the development and implementation of controlling and evaluation mecha-nisms for TPF activities in the public sector.

Due to increasing budget constraints TPF is recognised all over Europe as an important in-strument to promote energy efficiency investments in the public sector. However, there is a lack of experience with comprehensive TPF models using energy savings as a source, TPF procedures are not easy to handle for public authorities and several uncertainties and obsta-cles must be stated. There are no guidelines existing to support the decision making process especially for the long-term implementation taking into account the important controlling as-pect. This project aims especially at the needs of the public administrations.

The proposed project is centred around pilot projects as benchmarks in each participating country, serving as examples to encourage further projects. As the degree of experience in the participating countries vary, the project will contribute to an exchange of know-how and experiences and accelerate the implementation of appropriate solutions.

Experiences show that the cost-effective energy saving potential in public buildings exploit-able by TPF models is approx. 25-30% in average.

The composition of the project team ensures, that conditions and projects are covered which can be seen as representative for the European Union. Therefore, this pilot action has a great replication potential and results will be applicable EU wide.

Through their institutional setting as energy agencies they are co-operating with many actors in the public sector, so that the results will be effectively disseminated among relevant bodies.
