Rational Use of Energy Sources in Cities through Demand-Side Management

Objectif

The main objectives of the project are the improvement of overall efficiency of energy use, a better use of energy resources and assets available at the electricity supply side and also a contribution for the EU environmental goals, in the context of urban environments, mainly through Demand-Side Management (DSM) tools.
One of the aims of the project is to deepen and disseminate actions and activities resulting of the study in cities identified by the proposers. This purpose calls for load research activities that will allow a better understanding of the uses that residents and business organisations make of energy, the identification of main contributors to load peak, and also a better understanding of the most promising energy conservation opportunities.
In the particular case of the city of Coimbra (served by CENEL), a pilot case will be examined in greater detail, consisting of planning DSM actions for postponing investment in new capacity in an urban transformer station.

The main objectives of the project are the improvement of overall efficiency of energy use, a better use of energy resources and assets available at the electricity supply side and also a contribution for the EU environmental goals, mainly through Demand-Side Management (DSM) tools, in the context of urban environments. As one of the usual DSM options, customer education will be targeted through dissemination actions of various kinds. Replicability will be also a key issue, as the results of activities in the various countries will be used in the dissemination phase and data will be made available in a public way, aiming at an effective spread of good energy efficiency practice all over the EU.
The information material prepared will be used for dissemination in a first stage in the cities involved. Its further use in other cities of the same countries will be readily possible and in other countries also, depending on translations and minor adaptations to local realities, if needed. Also concerns about pollutant emissions make part of the project's background.
The project will be developed according to a plan comprising 7 main phases:
- Define the details of the general methodology to be used
- Perform load research according to the methodoly defined in the first phase
- Process data from load research activity, and define a set of DSM and RUE options
- Elaborate a plan for energy efficiency improvement and environmental protection
- Carry out pilot DSM actions for two of the cities involved in the project
- Produce a final report
- Prepare and implement a short-term dissemination plan
