European Green Fleets-Buy Efficient

Objective

The European Municipal Green Fleets Project -'Buy Efficient' aims to develop a municipal vehicle purchasing policy that promotes the purchase of fuel efficient vehicles. The project has the following objectives:
- To reduce energy use and CO2 emissions from municipal fleet operations.
- To have local authorities play a leading role in building a European market for more fuel efficient vehicles by co-ordinating their fleet purchases through jointly administered procurement protocols and bids.
- To demonstrate that by operating their fleets more efficiently, local governments will save money, reduce air pollution and greenhouse-gas emissions and provide public leadership by becoming an example to private companies.
- To work towards voluntary agreements between local governments and car manufacturers to achieve fuel efficiency improvements.

The European Green Fleets project is the first initiative at the local government level that attempts to strategically challenge the automobile industry by combining their fleet purchasing power to demand fuel efficient vehicles.

The project cities are all participants in ICLEI's international campaign Cities for Climate Protection (CCP), having formally pledged to reduce CO2 emissions associated with their municipal buildings and fleet operations.
The 8 cities in the project, which is coordinated and managed by the International Council for Local Environmental Initiatives will:
- develop guidelines for model purchasing and management policy framework which will enable local governments to buy more efficient vehicles and downsize their municipal fleets,
- pilot test the procurement policies in the cities, and
- produce a written report summarizing the findings and outlining the next steps needed for moving toward broader scale implementation

Expected results will include a comprehensive Green Fleet purchasing policy (including emission quantification methods, reduction targets, strategic plan and supportive measures) adopted by the respective cities, a plan for involving more European cities in the programme, guidelines for a community-wide initiative on green fleet purchasing, marketing materials aimed at car manufacturers and suppliers and negotiations with vehicle manufacturers and suppliers.
Green Fleets will be a component of ICLEI's newly launched Eco Procurement Initiative.
