Objective
1 For the UK, the Netherlands and Portugal to identify the potential for improving the efficient use of electricity in domestic lights, appliances and water heating, up to 2020.
2 For the UK, the Netherlands and Portugal, to identify the potential for improving the efficient use of gas in domestic appliances and water heating up to 2020.
3 For the UK, the Netherlands and Portugal, to establish the social, economic and technical constraints and opportunities for households to use gas more widely in the home, including as a result of fuel switching, as well as social trends that are causing gas to be displaced by electricity. In the Netherlands, this will include an analysis of the role of district heating.
4 To identify the policy options available for the European Commission and for other agencies and the extent to which these will reduce carbon dioxide emissions from the use of domestic appliances, lights and water heating. The policies considere
The output of this project will be an assessment of the opportunities for the reduction in carbon dioxide emissions both from the purchase of more efficient gas and electrical domestic appliances, their wiser use and from fuel switching in the home. The opportunities depend upon the response of consumers, as much as the presence of a gas supply in the house or area.
The proposal is specific to the domestic sector and the use of energy consuming appliances (lights, appliances, water heaters) but not space heating. This proposal will cover about 50% of all domestic energy (slightly less in poorly insulated properties or cold regions).
The collaborators come from countries where there are both high carbon dioxide emissions per unit of electricity and where there is a substantial natural gas network already or a new one being introduced. This means that fuel switching is both an important policy choice and a possibility. The three countries (UK, Portugal and the Netherlands) represent the spread of opportunities within the European Union.
