Study on the possibilities of the combination of supply-side and demand-side options to improve energy efficiency in the heat sector

Objective

- Evaluation of the possibilities of the combination of supply-side and demand-side options in the heat sector.
- Development of standardised planning techniques in order to follow an approach of 'Least-Cost-Planning' in the heat sector.
- Analysis of the economical, ecological and technical opportunities for cogeneration on the heat supply-side in combination with demand-side measures.

The joint action proposed by the two partners aims to investigate the economic-optimum satisfaction of building heat requirements within the entire service area of the STADTWERKE TRIER. The investment activities - until now oriented solely on the supply of energy - are to be expanded to include a demand-reduction component.
In the course of the project, standardised planning techniques and appropriate instruments are to be developed for defining the economic optimum between the supply-side and demand-side activities in the sense of least-cost planning. Ascertainment of the most suitable method of developing energy-conservation potentials will constitute an essential element of the aforementioned instruments.

The purpose of the study is to effect stable cross-linkage between the supply side and the demand side. The study will make it easier for numerous utility companies to bring their services more closely in line with the principles of demand-side management, thus facilitating - for both the market partners and the customers - the process of transition from an energy distributor to a provider of energy services.
