Objective
This action will demonstrate the significant energy saving potential for decentralized cogeneration in the electricity market, by identifying the administrative and other obstacles to it, and recommending means of overcoming these obstacles.
It is frequently alleged that too much decentralization of power production (whether CHP, renewables or fuel cells) will threaten the safety and integrity of a centrally planned electricity network. This can explain the wide-ranging administrative and technical barriers to decentralized CHP which exist in almost every European country. This project will seek to 'demystify' these issues and demonstrate the practical realities and possibilities for introducing cleaner, more efficient decentralized power systems.
This action will be an important first step in establishing a continual and evolving assessment of the development and impact of decentralization of Europe's electricity networks. Over time this will change and the results of the action will help to anticipate what the significance of these changes will be.
Since CHP has the potential to bring about energy savings of 15-35% in Europe's energy production sector, is action can make a major long term contribution to overall EU energy savings. In the context of the climate change negotiations in Kyoto, the action has particular importance.
The replcation and disemination potential of the action is enormous, given the all-embracing influence of the electricity sector in the EU. -olicymakers, regulators and energy industry investment planners all face the challenge of an electricity market undergoing transformation. COGEN Europe and its project parties are in the ideal position to ensure taht these people - and others - are made aware of the importance of. and the findings arising from, the action.
