Influence through knowledge - a training programme for elected members of local authorities in energy and environment

Objective

This project aims at educating politicians and decision-makers at local level in the field of energy efficiency and environmental issues.

The project aims at contributing to a higher level of competence and awareness among politicians and decision makers at local level, in the fields of energy efficiency and environmental issues.The competence and capability of politicians are of great importance for the improvement of energy efficiency and the environment at local level. Local authorities are responsible for a large building mass, i.e. schools and hospitals. Furthermore they influence the development of local industry, utilities and transport.The project involves three partners; The Information Centre for Energy Efficiency in Norway, Mats Rydehell AB in Sweden and Energy Agency Office in Cork County, Ireland. Elected members from municipalities in each of the partner countries are also involved in the project. The pilot local authorities are Cork County in Ireland, Skara kommune (municipality) in Sweden and Bergen and Nittedal kommune in Norway. Transfer of competence will be reached through the use of a CD-Rom and a handbook that will be developed. Political networks will be important for the dissemination of the result. The development, the testing of the product and the distribution of this learning tool, will be done in cooperation with the representatives from the target group. The network will be integrated either in other exisiting networks, or we will use the Internet as a communication channel. The training material can later be used by local politicians in other EU and EFTA Member States.
