HIGH HEAD COMBINED RUN OF RIVER AND STORAGE PLANT USING FLOW FROM TWO DIFFERENT SITES

The project aims at fitting the ARS and the GARBET with hydroelectric installations in the village of AULUS-LES-BAINS, a mountainous resourceless village. AULUS-LES-BAINS will found some ressources in the sale of the energy to E.D.F.
The innovative characteristics concern:
- fitting up of a storage plant upstream from the garbet water joint in order to, AT THE SAME TIME, turbine summer water in winter and also, increase the flow of water in the two rivers during period of low water.
- construction of "from underneable" water joints with flat gates to protect small trouts and to prevent fish from going upstream and young fish from going down stream.
- construction on both pipes of a system of valves with a remote control.
The system will allow to work on one or two turbines depending on the flow and to optimize the alternators output, and consequently, the whole station output.
- MT 20 KV connection for 15 Km by burried line.
The power station was switched on October 90, with a tests power of 500 kW, limited by the EDF network.
Operation at full power followed the installation of the EDF MT cable, on 2nd November 90. Since then, apart from necessary stops to maintain the installation, the power station has worked without a break.
The turbine and alternator of the GARBET operates even periods of low water, and during 2 year period from 12th October 90 to 31st October 92 clocked 17859 hours of operation.
The turbine and alternator of the ARS starts on the 2nd November 90 and stopped when the flow was low by use of the by-pass system, operating for 14459 hours during the same period.
The equipment flow of the power station were expected to equal 1200 l/s, distributed in equal parts betwen the ARS and the GARBET; however, these can in fact reach 695 l/s upon ARS, 700 l/s upon GARBET.
The technical characteristics are equal to the plan.
The energy balance sheet for 1991 and 1992 is shown below (in MWh) :

All production is sold to EDF according to a double rate formula.
With regard to the adjustment of the level regulation, we met some difficutles in setting the power levels for shutting and the opening the by-pass.
The level were changed from their initial settings of 200 kW and 800 kW. They were raised to 250 kW and 900 kW on 7 December 92. Since then performance has improved. After a year of working with an equipment flow the opening contacts of the turbines centre punches were once more positionned at the end of March 92. At maximum output, the sets are able without difficulty to reach 1630 kW on each water fall. The equalisation of both water intakes, and the underground route of the pipes have set the position of the water intake of the ARS in an area of fallen rocks. At present, we are unable to solve the leaks under the support on the right side. Due to ecological opposition against the raising of the stretch of water of the GARBET, it is impossible to increase the flow in low water periods or store water.
In spite of the impossibility of storing water, the innovatory system allows operation all the time. Therefore results we have achieved are close to those expected, and they will improve with the repair of the water intake of the ARS.
Since commissioning of the power station the by-pass worked 150 days. During these periods the by-pass worked due to lack of water on the water intake of the ARS, except 8 days when ARS was not working, and the water was passed to the turbine of the GARBET.
Concerning the water intake, the real difficulty is to remove the dead leaves during a 2 month period, and on the water point of the ARS the entry of stones into the intake during periods of high water.
FUNCTIONING: PRINCIPE:
We have a high head power station. Its system of functioning consist of a regulation "speed-level". When the flow is enough each high head works each one. The turbine gathers speed to 1000 T/min about. When the frequency is equal to 50 Hertz a "synchrocoupleur Georgin" allows the joining up to EDF network. When the flow is changing, the level into water points is changing too, a borer is controlling turbines and is keeping a constant water level.
When flow is lower than 150 l/s on each high head, we have in the same time a level regulation and a power regulation; one turbine is shutting and the by-pass valve is opening, the by-pass valve is operated by remote control from the water level into the water point. An automation manages all remote controls.
TECHNICAL CHARACTERISTICS:
The plan includes:
The GARBET: a dam of 5.50 m high and 50 m long, made of concrete with a pool of 600000 m3. A water point fitted with a flat grate, and a passage for fish "tipe witha successive basins". A water pipe made of protected steel or cast iron of 600 mm in diameter and 3350 m long. It will be burried in order to avoid any forest clearing.
The ARS: the same water point as that of the GARBET, a burried pipe of 600 mm in diameter and 2500 m long made of protected steel or cast iron.
ARS/GARBET: A by-pass equipment of 400 mm in diameter, with "a remote control MIDITEC" between both pipes.
The POWER STATION: with a country like described before the power station will be fitted with two PELTON turbines with two jets of 600 l/s at 294 m, two 1600 KVA alternators, a transformation plant, protection and BT automatism cupboards, and the regulation system.
MEDIUM VOLTAGE LINE: this line of 150 mm2 in section will be made in underground till EDF set of "SOUEIX" at 15 km.
MEASURE SCHEDULE:
The program of measures consists of the evaluation of the profit obtained when flow is lower than 150 l/s on each high head, by functioning with only one turbine.
