Objetivo The main purpose of this is to study how the problem of setting priorities and resource allocation in health care has been perceived and approached in a number of EU countries from northern, central and southern Europe, and to focus on underlying conceptual, empirical and normative issues, including the roles of different stakeholders and actors (politicians, doctors, other health care staff, patients, patient organisations, unions, etc) and how they perceive and understand their role.The project will, from a European perspective, shed light on a number of central conceptual and normative issues raised by the moral justification of decisions concerning priorities in different countries, by comparing the explicit or implicit choice of basic ethical principles chosen in different countries in writings on priorities in health care and by examining the application of those principles to some controversial problems and areas.Countries in northern, central and southern Europe have been chosen because they differ in a number of interesting ways, both concerning the way the problems of resource allocation has been handled and, for example, concerning the insurance system.Studies of the practice, experience and attitude of doctors, nurses and politicians and other key groups are important for a number of reasons. Comparisons of available studies of these key groups can help to promote understanding of the actions and their motives, and indicate what further studies are needed in order to get a more adequate picture.The main part of the research will be devoted to secondary research, ie going through research already made by others in order to create community added value by the exchange and comparison of already existing studies - as well as indicating what further studies are needed in the countries involved in the project.The pros and cons concerning the possibility and desirability of a harmonisation of the ethical guidelines existing will be discussed in the final report, preceded by an expert seminar.
