European public sector information network

The ePSINet Accompanying Measure provided specific support to the eContent programme Action Line 1 by undertaking work necessary and relevant in the light of the Commission's Directive on Public Sector Information re-use (published in late 2003).

ePSINet assisted the development of the fragmented field of public sector information (PSI) by providing an up-to-date frame of reference for other projects and initiatives under this and other EC-funded programmes, as well as nationally among Member and Candidate States, building on the 'horizontal' work of the PSINet Preparatory Action in 2001.

ePSINet concentrated on four identified priority areas for development in PSI, where a strong Europe-wide focus over the period of transposition of the PSI Directive into the national laws of Member States (by July 2005) was likely to have an impact on the goals of eEurope:
1. Policy and legislation;
2. Information management throughout its life-cycle;
3. Standards;
4. The performance of PSI including business models and the economic case for easy and open access to PSI for re-use.

A content-rich website ePSIGate offered news and alerting services to registered subscribers and access to guidelines and information on good practice, disputes and progress on transposition of the Directive. A series of national stakeholder meetings were organised in Member States, including in the second half of 2005.

A policy conference was organised in Athens on 14 January 2005, to which key stakeholders were invited to discuss the future agenda for PSI re-use in Europe. A linked project, ePSINet-CEE, was launched in February 2004 and extended the work of ePSINet to the new Member States of Bulgaria and Romania. It also delivered its services through ePSIGate, which remained a live service until the end of the period of Directive transposition.
