Faster ships require better ports

The seas surrounding Europe are increasingly being crossed by high speed craft (HSC) in an attempt to cut journey times. This type of ship has specific infrastructure and service needs, so cannot be compared to a conventional vessel and should be considered as a new form of transport system.

The HSC can have difficulty approaching port, manoeuvring, loading and unloading. These problems can cause expensive delays by increasing turnaround time, thereby limiting the use of HSCs. With EU funding, the Tohpic project was established to address the difficulties faced by HSC through better communication and management, improved moorings, and automatic loading and unloading techniques. The consortium also helped to develop harmonised EU standards and simulation tools by reducing turnaround times through the coordination of different activities. Project partners carefully aimed examined the possibility of optimising the HSC/Port interface to improve efficiency, safety and minimise environmental effects. End-users included major ports and HSC operators. The results of the project were verified using three European ports as case studies. Data from the project were used by ports and shipping companies operating fast ships. Ports intending to handle HSC or improve their current operating practices can receive a tool for eliminating obstacles and improving the efficiency of their operation. Tools developed through the consortium can also help in designing new ports for HSC operations, including solutions for the ship to shore interface and different cargo handling techniques. A handbook was published for decision makers and other stakeholders and may be used as a manual when fast shipping operations are being contemplated. The book covered a number of topics including market needs, port layout for HSC, operation of vessels in harbour, risk assessment and environmental impact assessments. The Tohpic project can help ports retain their overall economic competitiveness by encouraging HSC operators to select their services. Increased use of these vessels will result in shorter journey times for both passengers and freight, benefiting both EU citizens and businesses.
