A Memorandum of Understanding on High Definition Television (HDTV) was signed on 15 June 1992 by European broadcasters, manufacturers, satellite operators and a majority of cable operators. The Memorandum of Understanding (MOU) is one of two major actions aimed at ensuring the successful introduction in the Community of European High-Definition Television. Under the terms now agreed the European firms involved accept legally binding reciprocal undertakings to develop and market services and equipment conforming to the new HDTV standards. Together with the Council Directive on satellite television broadcasting standards (92/38/EEC of 11.5.1992) the MOU is intended to end the period of uncertainty which has hampered progress towards HDTV in Europe.
