The European Commission, DG XI, has issued an invitation to tender relating to the evaluation of legislation and other general actions related to the Fifth Environmental Action programme. The study will examine budget line B4-3040 "Legislation and other general actions related to the Fifth Environmental Action programme" from which over 800 contracts have been funded for about ECU 47 million since 1995. The evaluators will first complete a preliminary study within two months, which will refine the evaluation methodology for the project. This preliminary study will also specify more precisely the reasons for the study contracts issued under this budget line, in consultation with operational units within DG XI. The main study, to be completed within a further four months, will assess the performance of this budget line with regard to its practical application and effects. The study will also indicate possible adjustments to the implementation of this budget line beyond 1999.
