Given the wide body of telecommunications legislation now in force in the European Union, the Commission is seeking a study on the operation of telecoms legislation in the EU.

The Commission has published an invitation to tender for an organisation to conduct the following tasks:

- Maintain a system for monitoring the operation of European telecommunications legislation in the Member States;
- Periodically review the operation of European telecommunications legislation in the Member States;
- Report on the overall operation of telecommunications legislation;
- Investigate specific aspects on request;
- Respond to inquiries on request.

The contract would run for 12 months.
