All the thematic programmes of the Fifth Framework Programme - nuclear and non-nuclear - are now open to Canadian researchers, although they are not eligible for funding from the European Union, following the signing of two agreements in Ottawa on 17 December 1998. As a result, European researchers enjoy similar rights in Canadian non-defence research programmes, also without any funding from Canada. One agreement is an extension in scope of the 1996 agreement on non-nuclear research, and the other concerns cooperation in nuclear research. The agreement will be implemented through: - the participation of universities, research institutions, and other organisations in each other's research projects or in certain agreed multilateral projects; - specific bilateral cooperative research projects; - shared use of research facilities; - exchange and provision of information and data; - exchange of reference materials, samples, fuels, equipment and instrumentation; and, - visits and exchanges of scientists, engineers or other personnel for the purposes of participating in relevant meetings, seminars, symposia, and workshops.
