The Commission of the European Communities (Task Force for Human Resources, Education, Training and Youth) issues notice of an invitation to tender concerning the external evaluation of the action programme for the development of continued vocational training in the European Community (FORCE). The objective of the evaluation is to assess implementation and impact of the programme since it was launched in 1991. It aims to examine: The organizational and operational aspects of the programme (exercise I); the results of the transnational measures of the programme taken in application of Article 6 and the Annex to Decision 90/267/CEE, published in OJ No L 156 of 21.6.1990 establishing the FORCE programme (exercise II). The overall objectives of FORCE, which will serve as the framework for more specific enquiries, are set out in Article 2 of the Decision. The organizations or partnerships of organizations interested must be able to prove their experience in the field of evaluation of continuing training programmes and their capacity to undertake this evaluation, at national and European level, in close association with those responsible for the programme.
