Researchers from Norway, Iceland and Liechtenstein may now formally participate in the Fifth Framework Programme under the same terms as EU researchers. In a similar arrangement to that concluded for the Fourth Framework Programme, these EEA countries contribute to the budget of the Programme and are therefore fully associated to all the activities of the Programme, other than nuclear research. This agreement entered into force on 30 June 1999, and means that FP5 projects involving partners from these countries will now be legally eligible. However, proposals to the first round of calls for proposals would not have been rejected simply for having partners from these countries, since the Commission has anticipated the entry into force of this agreement (and those concerning the candidate countries in Central and Eastern Europe). Because of this, the scientific evaluation of proposals has gone ahead in the expectation that the agreement would be in force by the time final decisions on funding are made.
