A Commission proposal for a Council Decision on the conclusion of the Framework Convention on Climate Change (COM(92) 508 final of 15.12.1992) notes that the European Community and Member States have agreed to take actions aiming at reaching stabilization of the totality of CO2 emissions by 2000 at the 1990 level in the Community as a whole, and that it is essential for the achievement of the objective of the Framework Convention on Climate Change (signed by the Community on 14.6.1992 Rio) that other countries join the Community and its Member States in taking such actions. In this light, the Commission proposes that the Council approves the Framework Convention on behalf of the Community, and that Member States shall take the necessary steps to permit the deposit not later than 30 June 1993 of their instruments of ratification or approval. The full text of the United Nations Framework Convention on Climate Change is annexed to the proposal.
