The European Environment Agency (EEA) is seeking service contracts for the development of applications and the delivery of services for the management and dissemination of environmental data and information. EEA and its wider network, the European Environment Information and Observation Network (EIONET), are developing a transparent and efficient reporting system for environmental data and information. The purpose of this call is to establish contracts within the reporting system. The tender is divided into several lots: The first would include the development of EIONET's CIRCLE application platform which makes use of several Netscape SuiteSpot services, and shall evolve into a modular, open system with clear interfaces for future modules. The second lot concerns the management of aggregated data for environmental reporting and analysis of reporting obligations. The contractor would work at the EEA, managing aggregated environmental data in a data warehouse and analysis of environmental reporting obligations. Lot three involves the development of NATALAN, a Web and CD-ROM application for natural resources and land cover data. The objective would be to visualise and disseminate available geo-referenced natural resources data and associated methodologies and analysis. The fourth and final lot refers to services within the EEA information centre, providing both external and internal requests for environmental information. Lots one, two and four will initially be awarded for 50 to 200 days of consulting services, and can be renewed for a maximum of 600 days within three years from the signature of initial contracts. Lot three should be delivered on 31 May 2000 in accordance with the technical specifications. A new contract for the maintenance, helpdesk and further improvement may thereafter be signed for a maximum of 200 days.
