Parliament approves EU scientific cooperation agreements with China and Argentina

The European Parliament approved, on 4 November the scientific and technological cooperation agreements between the EU and China, and Argentina. Under the terms of these agreements, researchers from China and Argentina will be able to participate in most EU-funded research activities under the Fifth Framework Programme's four specific programmes (but not nuclear activities). Likewise, EU researchers would be able to participate in corresponding research activities in these countries. No transfer of funds will take place under these agreements, with participants from both sides expected to fund their own participation. Furthermore, a joint 'technology management plan' must be developed by the participants in each joint project prior to its launch. The vote on the corresponding agreement with Russia was postponed by Parliament. The two agreements approved by Parliament are expected to be concluded on behalf of the EU at the Research Council meeting on 2 December 1999. They would then enter into force once China and Argentina respectively have completed their own ratification procedures.
