An opportunity to study maritime transport in the EU has arisen following the European Commission's publication of a call for tenders in this field.

The study will serve as a basis for the fourth report from the Commission to the Council on the implementation of a Council regulation (3577/92) applying to the principle of freedom to provide services to maritime transport within the Member States (maritime cabotage) for the period 1999 to 2000. In this period, the liberalisation of maritime cabotage was complete for the five southern Member States, with the exception of two island cabotage sectors in Greece.

The study will cover:

- legal developments in the EU and EFTA countries concerning access to the provision of cabotage services, the right of access of second registers to cabotage and any other legislation in the implementation of the marine cabotage legislation;

- market developments in the EU and EFTA states;

- the economic and social impact of liberalisation of island cabotage.
