Projects must be within the geographical and thematic areas covered by the budget line and SMAP as described in detail in section 2.1.2 of the Guidelines for Applicants 2000 -SMAP. The projects must be regional and multiannual. The minimum amount of a grant is 1 million euro and the maximum is 5 million euro and cannot represent more than 80% of total eligible project costs. The overall budget foreseen is 20 million euro. Because of this, the Commission aims to award grants for up to 20 actions. Regional or international organisations, national, regional or local authorities, public sector operators and non-profit making organisations from the private sector and civil society are invited to apply.
