A call for tenders relating to plant level allocation rules for greenhouse gas emission permits and inter-industry emission trading markets has recently been published by the Environment Directorate-General. Emission permit trading is one of the flexible mechanisms adopted in the Kyoto protocol on climate change. The Commission will now award a contract for a study that will analyse practical aspects of, and develop methodologies to allocate, greenhouse gas emissions permits to companies in selected European sectors. In addition some simulations of company-level trading programmes will be carried out.
