The Directorate-General for Transport and Energy is calling for tenders for a study to draw together existing estimates of the costs of transport in the European Union in order to estimate and assess the marginal costs of the use of transport. The contractor will be asked: - to compile estimates of transport costs for a range of cost types for road, rail, air, maritime and inland waterways. Existing cost estimates should be compiled from EU sources and the study will draw on and liaise with current Community research and studies; - where existing estimates are not available, to produce a number of estimates (including port, short sea shipping, airport and aviation external costs) applying methods described in the high level group's report for cases to be selected after assessing existing data and in conjunction with the Commission, aimed at complementing the Fifth Framework RTD Framework programme, Unite, Member State pilot studies and UIC (the international union of railways) case studies; - to develop, with the Commission, a pragmatic scenario of 'first round' reforms of transport charges based on current Member State systems and plans and likely practical effects or impacts (based largely on literature survey); - present results of the draft report and the final report to the Commission.
