The Economic and Social committee (ESC) has welcomed the Commission's initiative to combat doping in sport, although it would like to see further measures to construct a basic framework for action against doping in sport and for the protection of sports persons' health. The ESC suggests a system based on the following three pillars: - the creation of a genuine, active Community policy of prevention. This prevention policy would have to mobilise all the actors in the fight against doping; - the development and harmonisation of repressive measures covering both disciplinary action against sports persons convicted of a doping offence and penal measures against those involved in doping networks; - a continuation and stepping-up of medical and pharmacological research, both at theoretical and clinical level, since this is a key element of anti-doping policy.
