A Commission proposal for a Council Decision concerning the conclusion of an Agreement relating to scientific and technical cooperation between the European Economic Community and Australia (COM(93) 269 of 10.6.1993) provides for the establishment of a more formal agreement for the conduct of such cooperation on the basis of past experience in the framework of the existing arrangement between the Government of Australia and the Commission of the European Communities (signed at Canberra, 12.11.1986).

The Parties shall encourage and, within the terms of the Agreement, facilitate cooperation between Australia and the Community in fields of common interest where the Parties are supporting research and development activities to advance science and/or technology relevant to those fields of interest. These shall be restricted to the following:

- Biotechnology;
- Medical and health research;
- Marine science and technology;
- Environment;
- Information technologies;
- Communication technologies.

Research projects shall not proceed under the Agreement until the Parties have endorsed a Technology Management Plan as described in an Annex to the Agreement. Cooperative activities shall be administered by a Joint Science and Technology Committee comprising representatives of each Party.

An Annex to the proposed Agreement sets out rules concerning the dissemination and utilization of information and management, allocation and exercise of intellectual property rights with regard to joint research under the Agreement.
