LIBRARIES third call for proposals: Expansion awards for participating SMEs
The Commission of the European Communities intends to issue a third call for proposals in November 1993, subject to availability of funds, for research and technology development projects in the context of Area Five (LIBRARIES) of the specific programme of RTD in the field of telematic systems in areas of general interest, 1990-1994. Results of the two previous LIBRARIES calls indicate that a problem exists in matching the technological skills of suppliers of library-related systems and services, primarily small to medium-sized enterprises (SMEs), with the requirements of libraries as users of new or emerging technologies. In order to better facilitate communication between SME suppliers and libraries the Commission is examining the possibility of making financial awards to partly fund activities related to the proposal expansion of suitable projects. These expansion awards, which would be made only in conjunction with the proposed third call, are intended for SMEs established within the Community, in partnership with libraries. Qualifying consortia would be invited to submit proposal outlines for themes of LIBRARIES action line 4: Stimulation of a European market in telematic products and services specific for libraries, feasibility and requirements. The awards are intended for consortia comprising at least one SME and could cover up to 75% of costs, not exceeding ECU 10,000. Costs of travel, partner finding and use of consultants would be allowed. The number of expansion awards offered will be subject to budget availability and the quality of proposals received, but it is envisaged that up to 75 awards may be made. Proposal outlines for expansion awards should focus on the themes described in the information pack. Proposers should note that the planned third call for proposals is likely to comprise additional areas of the work programme not covered by the expansion awards initiative. Expansion awards would be paid only on submission to the Commission of the final proposal documents, in the context of the third call, regardless of whether the proposal is subsequently selected for further funding as a result of that call. A final decision concerning the proposal expansion awards initiative will be taken in September.
