The European Commission's Environment DG is inviting tenders for a framework contract for scientific and technical assistance in relation to the development of guidance documents for the implementation of the economic elements of the Water Framework Directive. Tenders are invited under an open procedure. The Water Framework Directive has recently been adopted and is now moving towards its implementation phase. In the context of a common strategy between Member States and the European Commission, guidance documents are developed to support the implementation of this directive. This contract deals with specific input into the development of the guidance document dealing with economic issues, the testing of this guidance document in selected river basins in Europe, and information and dissemination of this guidance document to a wide range of stakeholders in the 15 Member States and Central and East European States. The contract duration is 12 months from the date of contract signature. The total budget for the contract, including fees and other costs, has been estimated at 80,000 euro. Tenderers need to demonstrate that they have a wide breadth of knowledge and expertise and a proven track record in the field of socio-economic, economic instruments, economic analyses, water policies, water management and integrated approaches studies. In-depth knowledge should be demonstrated through the tenderer's choice of methodologies for the economic analysis of water policies and projects, and methods for collecting the information necessary for undertaking such an analysis. Proposals will be assessed according to the likely effectiveness of the working method proposed by the consultants, for coordinating with the European Commission services and delivering in a timely manner, an output of adequate quality and for participating in testing activities in sample river basins. Knowledge of English and French is a precondition of selection.
