Users debate proposed new tools for next framework programme
Representatives from universities, research centres and enterprises are gathering in Brussels on 20 April to discuss proposals for two new instruments in the framework programme for 2002 until 2006: networks of excellence and integrated projects. The seminar was organised at Research Commissioner Philippe Busquin's request, and will be opened by the Research DG's Director General, Achilleas Mitsos. Representatives will discuss the objectives of these new tools, who will participate and how they are to be implemented, as well as the legal and financial aspects of the instruments. Integrated projects will be designed as large-scale activities, and preferably conducted as public/private partnerships, according to the Commission's proposals for the next framework programme. Projects will be centred around precisely defined objectives in terms of products and processes and often in terms of scientific and technological knowledge. Networks of excellence aim to bring together, in a way that will last, research capacities present in the various European regions in a series of areas of key importance through, the execution of common programmes of activities. The networks should result in the creation of 'virtual centres of excellence' state the Commission proposals.
