Greenhouse gas reduction - project preparation facility study
The European Commission's Environment DG has given prior notification of a call for tenders for a study on the design of a project preparation facility for selected greenhouse gas reduction projects. The objectives of the study are to: - design a screening framework to identify those projects within existing EC programmes that could have a potential for the reduction of greenhouse gas emissions; - prepare a brief vade-mecum on project based mechanisms and standard terms of reference for additional elements to be considered during the preparation of projects within existing programmes in order to realise cost efficient emission reduction potentials (such as baselines and benchmarks); - develop recommendations for essential elements of a future Commission grant scheme ('project preparation facility'). Such a scheme would aim at providing support to the project developer in order to meet the incremental project preparation costs for emission reduction projects that would benefit from project based mechanisms, such as JI or the CDM under the Kyoto Protocol.
