Ways to reverse brain drain in the western Balkans
Since it gained independence from Yugoslavia in 1991, the Former Yugoslav Republic of Macedonia (FYROM) has been liberalising its economy and improving its business environment. However, it is still lacking in attracting foreign investment. The CIPTT (Establishment of a center for intellectual property and technology transfer (CIPTT) in the Former Yugoslav Republic of Macedonia) project is aiming to change that. The center is creating new technologies, innovative tools and knowledge paradigms. Project activities are multidisciplinary and thus address issues that include the areas of law, science, economics, business and education. Results to date include four published books, monographs, 14 published articles and over 20 invited presentations. Included in the project's accomplishments is an innovative book that uses an empirical evidence-based approach to create country-level policy recommendations. The work can help inform policymakers in creating an environment more conducive to innovation and entrepreneurship. Recommendations for policy intervention may be useful for promoting intellectual property rights, small and medium-sized enterprise development, and increased investment in research and development.
