The Enterprise DG of the European Commission has issued a call for tenders for a 'second career' study on self employment and becoming an entrepreneur as a second career for dependant employees. The study 'second career' will describe and analyse the obstacles faced, in particular, by dependently employed persons who want to become self employed (e.g. in a profession or by creating their own business). The study will concentrate on the structural obstacles embedded in the legal and administrative systems of the EU Member States, particularly with regard to provisions on taxation, social security (including private and company schemes), labour legislation and civil law. The study will also describe and analyse the legal provisions for the hiving-off of businesses and similar procedures. The study will focus on the structural problems that are due to the fact that somebody is presently dependently employed and not on general problems faced by everybody who considers self employment.
