The Commission's Information Society and Media DG has published a call for tenders relating to a study on evaluation models and tools for assessment of innovation and sustainable development at the EU level. The objectives of the study are: - to identify models and tools that could satisfy the increasing requirements for evidence-based impact assessment and evaluation of policies and programmes; - to assess their availability and capabilities for quantitative evaluation of the impact of IST research and investment in terms of growth, competitiveness, jobs and social inclusion; - to identify 1 or 2 models and tools which could best meet Information Society DG requirements; - to identify what further developments and improvements of these models and tools are needed in terms of modelling and tooling capabilities and in terms of better satisfying Information Society DG needs; - to identify the needs for data and for appropriate systems of indicators and suggest necessary improvements. The study should identify key enablers and limiting factors in the effectiveness of existing models and tools. It must test some of the models and gather possible evidence through their usage on the impact of ICT policies in macro-economic and social terms. It will be expected to draw on a range of appropriate methodologies, models and technologies including tools for econometric, data mining, and link analyses.
