Michèl Cosnard, Chairman and CEO of INRIA, the French national institute for research in computer science and control, has signed the European Charter and Code of Conduct for Researchers with EU Information Society and Media Commissioner Viviane Reding. The signing took place at a conference entitled 'Information and communication sciences, a driving force for European development', organised by the French public institute devoted to research in information and communication sciences and technology (ICST). The Charter and Code of Conduct for Researchers is a European Commission initiative aiming to create an internationally competitive European Research Area (ERA) of motivated, highly skilled researchers 'working in a supportive research environment and working culture'. Ms Reding opened the event with a speech outlining the strengths of Europe in information and communication technologies (ICT) and some of the challenges that the continent faces in remaining globally competitive. She maintained that Europe was well positioned in the crucial sector of ICT, pointing to homegrown success stories ranging from photonics to voice over internet protocol (VOIP) and third generation mobile telecommunications. On the other hand, the Commissioner brought up public procurement as an area where Europe is seriously lagging behind its competitors in a sector which is essential to developing innovation in Europe. A roundtable followed the speech, where issues such as the challenges for information and communication sciences and technology were addressed. The links between research, innovation and technology transfer were debated and a European model for competitiveness was considered. INRIA plays a role in technology transfer by fostering training through research, diffusion of scientific and technical information, development, and providing expert advice to innovative high-tech IT start-up companies. By playing an important role in the scientific community in the field and being in close contact with industry, INRIA is a major participant in the development of ICST in France.
