The European Commission (DG XVII) has published an invitation to tender for a service contract concerning oil analysis and forecasts. The Commission requires the provision of some or all of the following oil and energy analyses and forecasts: 1. The provision of oil analyses and forecasts: (a) Short-term analyses and forecasts of crude oil and refined products markets on a monthly basis; (b) The supply of an accompanying comprehensive, but simple, PC-based world oil model; 2. The provision of detailed analyses and long-term energy forecasts by fuel and by sector for the following regions: (a) The principal countries of Europe; (b) The principal countries of Central and Eastern (i.e. non-OECD) Europe; (c) The principal republics of the former Soviet Union; (d) The principal non-European regions of the world, including forecasts for individual key countries in each region; 3. As an alternative to point 2, offers may be made to provide detailed analyses and long-term forecasts separately by fuel for the sectors of the major geographic regions of the world, except for North America. Offers may be made for one or all of the fuels listed below: . Gas; . Coal; . Oil; . Electricity, including fuel inputs, electricity outputs and electricity consumption; . Non-fossil and renewable energy. Items 1(a) and 1(b) must be tendered for together. Proposals for other items may be made separately. The contract will be signed for a period of one year with the possibility of renewal for up to three years.
