The Education Ministers of the European Union, the EFTA countries, and the Russian Federation took part in an informal meeting on 15-16 September 1994 in St Petersburg. The meeting aimed at clarifying the problems and perspectives of reform in the field of education and training in Russia. The Ministers reflected on the development of education and vocational training systems in Russia and the possibilities for support offered by bilateral and Community initiatives in this field (for example, the European Training Foundation). In 1993 a budget of ECU 147 million was allocated to Russia, of which ECU 40 million was for human resources. The development of human resources in Russia is carried out in the framework of the Community's TACIS programme. Within TACIS, the TEMPUS programme provides support for Russian higher education systems. The TEMPUS programme aims to contribute to the educational and administrative reforms in universities in the former Soviet Union. The countries concerned are Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Uzbekistan and Ukraine.
