The European Commission has approved State aid for a Dutch aircraft technology research programme (Vliegtuigtechnologieprogramma (VTP)) for the period 1993 to 1997. The total budget for the programme in this period is ECU 110 million.Beneficiaries will be companies such as Fokker, Stork Veco, Ten Cate Advanced Composites BV, BF Goodrich and others, as well as institutes such as the National Air and Space Laboratory, the Technical University of Delft and the Polytechnic Haarlem. On behalf of the Government, the NIVR (Dutch Institute for Aeronautical Research) will administer the budget. Projects will receive support amounting to 50% of the costs. The research is basic industrial research and will concentrate on different projects covering aerodynamics, wing technology and control systems. The results of the research belong to the participants. It is expected that beneficiaries of the scheme will also play a role in the EC specific research programme BRITE/EURAM (Aeronautics). Cumulation with other aids is only possible up to the 50% mentioned above. The financial aid will strengthen the position of the companies aided through this scheme, which will lead to a change in the market conditions for their competitors. This strengthening of the position of the undertakings concerned compared with other undertakings competing in intra-Community trade must be regarded as affecting that trade.
