The European Commission has issued a tender for a contract on industrial competitiveness for a sustainable future. The aim of this multiple framework service contract, with re-opening of competition, is to provide information, consultancy, technical assistance and research services on the interactions between the competitiveness of enterprises or industrial sectors and environment, climate change, energy and transport, eco-innovation, eco-design and sustainable product policies, in the EU and third countries. The contract is divided into three lots. Lot 1 concerns 'Competitiveness, environment, climate change, energy and transport'. The main activities are to: - evaluate the cost-effectiveness of any new measures and initiatives in the fields of energy and transport, environmental and climate change policies, and, in particular, their contribution to enhance the competitiveness of the European industry sectors or enterprises, including both large companies and SMEs, - make a comparative analysis of policies and measures in the EU, Member States and third countries, including Canada, Japan, United States, Russia, former Soviet Union and Middle East (e.g. Saudi Arabia, United Arab Emirates) oil producing countries, major emerging economies (e.g. Brazil, China, India, Mexico, South Africa and Republic of Korea) and other trade partners (e.g. African countries of the Mediterranean basin), - look at governance aspects, for instance the input of companies to the decision-making process so that policies can be implemented in cost-effective ways. Lot 2 covers 'Sustainable product policy, eco-design and beyond'. The main aim is to contribute to the technical, economic and environmental analysis that is needed to inform and help policy makers in the decision-making process, in reviewing and implementing the tasks required under the Eco-design Directive. Another important aspect of the studies is the comparative analysis of further aspects of sustainable product policy and measures in the EU, Member States and third countries, including Japan, the United States, and major emerging economies. Lot 3's area is 'Competitiveness, eco-industries and eco-innovation'.
