The European Commission, DG V, has published a request for proposals relating to technical assistance in the implementation of the Community ADAPT and EMPLOYMENT initiatives. The aim of the ADAPT initiative is to promote employment and the adaptation of the labour force to industrial changes. The EMPLOYMENT initiative is intended to promote increased employment, primarily through the development of human resources. These Community initiatives, adopted by the European Commission on 15 June 1994, cover the period 1994-1999. In order to implement these initiatives, the Commission is seeking technical assistance from an organization which will assist it in carrying out the tasks contained in the documentation relating to the tender notice. Technical assistance, under the supervision of the Commission, will have two main functions: - To assist participants in the development and implementation of approximately 5,000 to 10,000 projects financed under the ADAPT and EMPLOYMENT initiatives, mainly by providing back-up for national support structures; - To assist the Commission and national authorities in carrying out the operational programmes. There are five main stages in the implementation of the operational programmes: - Identification of priorities for potential projects; - Selection of projects; - Organization of local, national and transnational networks around the selected projects; - Amendment and adjustment of projects and programmes where necessary; - Final assessment and application of results. The successful tenderer will provide technical assistance for the ADAPT and EMPLOYMENT initiatives from 1 May 1995 to 30 April 2000 on the basis of a one-year contract renewable annually for a maximum of five years.
